Peter Robinson:New York Times columnist Thomas Friedman writes that,
One-party autocracy certainly has its drawbacks. But when it is led by a reasonably enlightened group of people, as China is today, it can also have great advantages… It is not an accident that China is committed to overtaking us in electric cars, solar power, energy efficiency, batteries, nuclear power and wind power.
What do you make of this “Beijing Consensus,” this view that maybe they are better suited for the future than our form of government.
Victor Davis Hanson: If you gave me ten minutes and the internet, I could give you an almost verbatim quote from what left-wing people said about Mussolini in the twenties, and what right-wing people like Charles Lindbergh said about Germany in the thirties. They make the trains run on time…
But China has a rendezvous with radical pollution problems and clean up; demographic problems, a shrinking population that will grow old before it grows rich; one male per family, imbalance between the sexes. Somehow their brilliant foreign policy cooked up a nuclear Pakistan, a nuclear North Korea, a nuclear Russia, a soon-to-be nuclear Iran, and maybe, in the future, a nuclear Taiwan and Japan — all right on their border.
So I don’t get this fascination that, just because you fly into the Shanghai airport and everything looks great in a way that Kennedy doesn’t, suddenly they’re the avatars of the future.
What Thomas Friedman would need to do is get on a bicycle, cross rural China, then compare that with biking across rural Nebraska to see which society is more resilient and stable.

“The left, to be quite blunt about it, has something to conserve… The rise of the social service state, the century-long construction of a public sector whose goods and services illustrate and promote our collective identity and common purposes, the institution of welfare as a matter of right and its provision as a social duty: these were no mean accomplishments.
That these accomplishments were no more than partial should not trouble us. If we have learned nothing else from the twentieth century, we should at least have grasped that the more perfect the answer, the more terrifying its consequences. Imperfect improvements upon unsatisfactory circumstances are the best that we can hope for, and probably all we should seek. Others have spent the last three decades methodically unraveling and destabilizing those same improvements: this should make us much angrier than we are. It ought also to worry us, if only on prudential grounds: Why have we been in such a hurry to tear down the dikes laboriously set in place by our predecessors? Are we so sure that there are no floods to come?
A social democracy of fear is something to fight for. To abandon the labors of a century is to betray those who came before us as well as generations yet to come. It would be pleasing—but misleading—to report that social democracy, or something like it, represents the future that we would paint for ourselves in an ideal world. It does not even represent the ideal past. But among the options available to us in the present, it is better than anything else to hand. In Orwell’s words, reflecting in Homage to Catalonia upon his recent experiences in revolutionary Barcelona:
There was much in it that I did not understand, in some ways I did not even like it, but I recognized it immediately as a state of affairs worth fighting for.”
“People are free to choose whatever view they wish to hold. If it were up to me, all intellectuals would be defending our kind of society. Let me add to this: I think American civilization, as a socio-political system, is one of the high points of human achievement. I compare it to fifth-century Athens. Not in the cultural sense; though we have not done too badly in the creation of artistic monuments, we don’t rank with fifth-century Athens or sixteenth-century Italy or Elizabethan England; but as a socio-political, democratic system we will be seen — if there is a future and there are future historians — as one of the highest points of human achievement, because we have created a society in which more people enjoy more freedom and more prosperity than any human community ever known to human history. And that is not nothing, to put it mildly. I wish everybody recognized that. Many people still don’t.”
This statement comes toward the tail end of Podhoretz and Kreisler’s hour-long conversation. The interview covers a lot of ground, and I recommend giving the whole thing a listen, though the next reflection, which wraps up their talk, has a special poignancy. Podhoretz is asked to summarize a lesson for his grandchildren in the context of his own strange intellectual journey from Marxist to founding neoconservative. He replies:
I hope that they would first of all learn to place the kind of value on this country that I think it deserves. Secondly, I hope that they would learn to understand how important ideas are… I would hope that they would also understand the idea that was most eloquently expressed by George Orwell who said something like this: the truth to which we have got to cling as a drowning man to a raft is that is possible to be a normal decent human being and still be fully alive. And I endorse that view with all my heart. I would hope my grandchildren would learn to endorse it as well.
Update: I emailed this excerpt to Noam Chomsky last night, with a question about how to square Podhoretz’s patriotism with Chomsky’s hypercritical posture towards American society and government. He replied:
No society deserves “gushing patriotism.” In terms of material prosperity, the US ranks fairly high. In the 18th century the colonies were probably the richest part of the world, and the US has incomparable material advantages, at least after the indigenous population was exterminated or expelled. Huge resources and territory, incomparable security, etc. One can debate how well the society has done considering these incomparable advantages. Similar questions arise in other dimensions. A true patriot doesn’t gush about how marvelous we are, but evaluates successes and failures and seeks to overcome the failures.
“Unlike you, I have absolutely no desire to be Russian or to return to Russia.
I used to love a certain idea of Russia.
I loved and defended this idea of Russian culture, which in the 1970s and ‘80s conjured up a whole hodgepodge, Solzhenitsyn and Sakharov, the Slavophiles and Europhiles, the disciples of Pushkin and those of Dostoyevsky, the dissidents on the right and the left and those who, in the words of the mathematician Leonid Plyushch, belonged to neither of these camps but to the concentration camp and the gulag…
Then there’s what Russia has become, what appeared when the breakdown of communism, its debacle — what a mountaineer like your father would call its ‘thaw’ — revealed to the world: the Russia of Putin, of the war in Chechnya, the Russia that assassinated Anna Politkovskaja on the stairway in her building and that the same Anna Politkovskaja described in her wonderful book A Russian Diary, just before she was assassinated. It’s the Russia of the racist packs who, right in the center of Moscow, track down ‘non ethnic’ Russians… the Russia that has the nerve to explain to the world that it has its own “democracy,” a special, local democracy that is quite unrelated to Western canons and rights.
It’s the country of such specialties as its party, the Nashi, meaning ‘our own,’ which, to call a spade a spade, is a Stalin-Hitler combo, the Russia that, incidentally, is giving new life to the anti-Semitic European pamphlets of the nineteenth and twentieth centuries… This Russia, which, apart from this kind of idiocy, believes in nothing at all… This Russia, which, the last time I went there, struck me as having had its culture erased and its brain washed, this Russia, whose most discouraging side, according to Anna Politkovskaja, to mention her yet again, was its amorphousness and passivity, the way it accepts, for example, that it hardly has any employment legislation left and that its workers are treated like dogs… In this Russia, no less than under communism, people are ready to betray their parents to steal a broom, a bowl, a badly screwed tap or bits of scrap iron from deserted buildings abandoned by oligarchs on the run or in prison.
Not only does this Russia inspire no desire in me, it fills me with horror. I’d go so far as to say that it frightens me because I see in it a possible destiny for the late-capitalist societies. Once upon a time, during your postwar ‘glory days,’ the middle class was terrorized by being told that Brezhnev’s communism was not an archaism restricted to distant societies but rather a picture of our future. We were wrong: it was not communism but post communism, Putinism, that may be the testing ground for our future.”
Regardless of whether you speak French, I recommend keeping up to speed on Lévy’s work wherever it’s translated. The man has more style and swagger and moral intelligence than several whole societies I can think of.

It may, nevertheless, perish in an hour by the folly, or corruption, or negligence of its only keepers, THE PEOPLE.
Republics are created by the virtue, public spirit, and intelligence of the citizens. They fall, when the wise are banished from the public councils, because they dare to be honest, and the profligate are rewarded, because they flatter the people in order to betray them.”
“What we confront is not the failure of capitalism, but simply the failure of democracy.
Capitalism has really been responsible for all the progress of the modern age. Better than any other system ever devised, it provides leisure for large numbers of superior men, and so fosters the arts and sciences. No other system ever heard of is so beneficial to invention. Its fundamental desire for gain may be far from glorious per se, but it at least furthers improvement in all the departments of life. We owe to it every innovation that makes life secure and comfortable.
Unfortunately, like any other human institution (for example, Holy Church), capitalism tends to run amuck when it is not restrained, and democracy provides inadequate means of keeping it in order. There is never any surety that democracy will throw up leaders competent to discern the true dangers of capitalism and able to remedy them in a prudent and rational manner. Thus we have vacillated between letting it run wild and trying to ruin it. Both courses are hazardous and ineffective, and it is hard to say which is more so.”
President George W. Bush, speaking at his second inauguration: “America will not impose our own style of government on the unwilling. Our goal, instead, is to help others find their own voice, attain their own freedom, and make their own way. The great objective of ending tyranny is the concentrated work of generations. The difficulty of the task is no excuse for avoiding it. America’s influence is not unlimited; but fortunately for the oppressed, America’s influence is considerable, and we will use it confidently in freedom’s cause…”
Interviewer: Gore Vidal, your response to these words?
Gore Vidal: Well, I hardly know where to end, much less begin. There’s not a word of truth in anything that he said. Our founding fathers did not set us on a course to liberate the world from tyranny. Jefferson just said, “all men are created equal, and should be free,” et cetera, but it was not the task of the United States to “go abroad to slay dragons,” as John Quincy Adams so wisely put it; because if the United States does go abroad to slay dragons in the name of freedom, liberty, and so on, she could become “dictatress of the world,” and in the process “She would lose her soul.” That is the lesson we should be learning now, instead of this declaration of war against the entire globe.
He doesn’t define what tyranny is. I’d say what we have now in the United States is working up a nice tyrannical persona for itself and for us. As we lose liberties he’s, I guess, handing them out to other countries which have not asked for them. That’s the reaction in Europe — and I know we mustn’t mention them because they’re immoral and they have all those different kinds of cheese — but, simultaneously, they’re much better educated than we are, and they’re richer. Get that out there: The Europeans per capita are richer than Americans, per capita. And by the time this administration is finished, there won’t be any money left of any kind…
And none of this we heard about in the last election. We were too busy with homosexual marriage and abortion: two really riveting subjects. War and peace, of course, are not worth talking about. And civilization, God forbid that we ever commit ourselves to that…

As we now watch President Obama deliver this year’s State of the Union, almost 9 long years to the day since Bush uttered those words, it’s worth reflecting on how little has changed.
The War in Afghanistan, with it’s unprecedented 82% disapproval rate, is almost as unpopular as the Congress which kind of, sort of, almost authorized it. Still, we’re spending about $400 million there each day. Meanwhile, as I walk a block from my downtown apartment in America’s beautiful capital city, I see schools moldering and potholes flecking every street. (That 400,000,000, by the way, does not include the additional $130 million which we are daily funneling into Iraq, nor does it account for the $5.5 to $8.4 billion which we will spend annually to care for our veterans from both wars over the next three, four, five decades.)
Our Constitutional liberties remain largely ignored (much less restored) by a burgeoning surveillance state which, a decade later, is yet to make a single arrest that has prevented a terrorist attack. There are now over a million names on our terrorist watch list: a hay stack that, as it distends, obscures the few needles hiding inside it. Correspondingly, a million people now hold “top secret clearance” to access classified government information — a label fit for the gruesome world of Winston Smith and farcical enough for Peter Sellers or the President of Faber College. It took one in a million — Mr. Edward Snowden — to finally reveal what this unelected, unmonitored, and undomesticated appendage of the federal government was doing with our money and to us and our allies (in Brazil, in Germany, in South Korea), but he, like other whistle-blowers under this administration, was hardly honored for that act of conscience. While his stand has produced some valuable backlash against these security developments, the direction of their momentum remains unchanged; as the surveillance state becomes more opaque to us, we become more transparent to it.
Of course tonight’s pageantry is amounting to little more than a string of platitudes, but nevertheless, it is worth hoping that the coming days will reflect a glimmer of the promise that we are turning away from the imperial and the tyrannical, and turning towards Constitutionality at home and diplomacy abroad.
“When troops would come by, accompanied by fifes and drums, kids would pour into the streets to join the parade and march in lockstep. But not Einstein. This, of course, does not describe our relatively small class of professional soldiers: they are like professionals in any army; but national need calls up the citizen soldier, and he is a sight. He kicks like a steer going in, bitches the whole time, fights very well when he is trained and properly armed…”

During the First World War, prominent public figures in all three of these men’s home countries were jailed for not marching in lock-step into the conflict. Because she opposed the war and had become one of the figureheads of the German socialist movement, Rosa Luxemburg spent most of the war in prison and was eventually murdered by German soldiers in 1919. In England, Bertrand Russell was thrown into Brixton Prison for six months for “passive resistance to military or naval service.” And in the United States, the famous union leader and five-time presidential candidate Eugene Debs was charged with ten counts of sedition for making an anti-draft speech on June 16th, 1918. He was eventually sentenced to ten years in prison and was disenfranchised for life.
